How to stream Windows Media mms:// streams and .m3u files to iPhone
In order to stream Chicago Scanner to your iPhone, you will need to download an application from the iTunes app store. There are two applications that I found at the time of this writing. One is free FStream and the other is $5.99 Tuner. Here is a breakdown of both.
Option 1 (FREE)
 FStream
1) Go to the iPhone app store
2) Go to the search function
3) In the top search bar, type in m3u and touch search
4) There are two apps that should appear toward the top of the results.
a. FStream
b. Tuner Internet Radio
5) Select FStream (Free) and choose install.
6) Once the FStream installation is complete, tap it to launch the program (it maybe on the second page of your iPhone depending how many applications you have installed).
7) Once FStream is opened, click the "Favorites" tab.
8) Click "edit" and then "Add new webradio".
9) In the "name" field, enter Chicago Scanner or whatever you would like to name the station.
10) In the URL field, type in the following: http://relay.radioreference.com:80/il_chicago_police2
11) Leave the other two fields blank, they will auto-fill.
12) Click "Save"
Now, go back to the "Play" button and you should see the name of your station you just programmed. Tap the station and allow a few seconds for the buffer to run and you should hear Chicago Scanner streaming right to your iPhone.
Note: The "More" option on this player allows a few additional settings. I choose "Off" for the "Don't use cellular network". Chicago Scanner seems to stream fine over the Edge Network.
Option 2 ($5.99)
 Tuner Internet Radio
1) Go to the iPhone app store
2) Go to the search function
3) In the top search bar, type in m3u and touch search
4) There are two apps that should appear toward the top of the results.
a. FStream
b. Tuner Internet Radio
5) This time choose Tuner Internet Radio
6) Choose "Purchase" to purchase the program.
7) Once the purchase is completed and the application is loaded, tap it to launch the program.
8) Once open, tap the "Search" button.
9) Tap "Open" in the top left of the screen.
10)Type the name of the station in the "Title" field.
11) Type in the following URL in the URL field: http://relay.radioreference.com:80/il_chicago_police2
12) Once the stream is playing, you can use the bookmark button in the top right of the screen to bookmark Chicago Scanner.
